The Boulder Model: How creative capitalism can create funding for housing that is both econmically and environmentally sustainable.

Abstract

 

An analysis of Boulder Housing Partners, located in Boulder, Colorado, USA, demonstrates a program that creatively uses government owned land to create a permanent funding stream that in not affected by the political whims of successive government administrations. This funding stream has helped support a successful affordable housing program that encompasses reduced rent, Section 8 housing, as well as permanently affordable home ownership. This program has now attained its goal of making 10% of Boulder housing permanently affordable. This program is being analyzed in order to understand if it is replicable by other Housing Authorities or if it is limited by the particularities of the Boulder housing market, public support of the Boulder citizens, or external start up funding that was unique to what we might call the Boulder Model.

Boulder Housing Partners has become a national leader in sustainable housing and sustainability in general with projects that encompass: water (conservation and xeriscaping), energy (both electric and gas conservation, as well as, large photovoltaic solar instillations), solid waste (recycling and composting), limiting GHG emissions, improving indoor air quality, and creating social sustainability (resident sustainability education, sustainable natural and built environment, and equitable social environment.)  This model may have implications for cities that have the political will to create a more sustainable living environment.  Using public owned land to create funding through market rate rentals may free cities to pursue sustainability above and beyond what the US Federal Government may allow or encourage
