Understanding perceptions of Japan’s response to biodiversity issue: Interpretation of changes and continuities of major policy documents

Abstract

  This paper has analyzed changes and continuities of Japan’s response to biodiversity issue. Although Japan’s has expected to take a leadership in the global environmental issue, and has needed to examine political process of Japan’s global environmental policy, trends of studies on this these has focused on climate change issue, and has has reduced actors relationship in policy process to confrontation between economy and environment.With these context in mind, this study has looked at Japan’s response to biodiversity issue. By analyzing this case, I would like to contribute to study of multiple aspects of Japan’s global environmental policy process.This study has looked at norms in policy process as an analytical framework. In analyzing norms, this paper has focused on major policy documents of Japan’s global environmental policy. Through examination of analysis, this paper has indicated a following points.
First, it has developed various policy ideas on this issue. Second, international factors has affected policy direction and content in this case. Third, evolution of various economic instruments are also major features of this case. Fourth, participation and involvement of multiple actors has also stipulated policy progress on this issue.
