Short Description
The challenge of financial exclusion has been defined as a societal and policy problem by government bodies, and social welfare organizations have also raised the alarm about the need for focused attention on financial inclusion and exclusion. Missing in the scholarly literature is a close examination of the academic discussion of the concept, including conceptualization, definition, measurement, and recommendations to address it. Such a discussion is needed to develop a framework for such consensus. The purpose of this paper is to describe the way in which financial exclusion is conceptualized and measured by scholars from countries within member countries of the Organisation for Economic Cooperation and Development (OECD).
