The high-cost textbook led to students’ struggling and low academic performance. Hence, more open education resource (OER) platforms are developed along with the initiative grant programs to encourage the OER usage. The article reviewed, compared and contrasted different OER incentive programs to gain some insight for the University of Houston.

7 OER Incentive program reviewed included:
Firstly, the current issue of the high cost of textbook affected students' learning and the setting of the University of Houston as an urban public university would be presented. Then literature of OER would be reviewed in term of history, benefit and challenges, the COUP framework for the evaluation of OER and the sustainable models of OER. Then the similarities and differences of 7 OER incentive program would be presented in terms of funds, resources, requirement and criteria of awardee selection, list of awardee recipients' projects, related researches and any special features of the programs.
