Senior Environmental Scientist

Scott Beckner is a Senior Environmental Scientist with CalRecycle, where he manages the Renewable Energy and Climate Change section. His responsibilities include GHG quantification of solid waste activities, technical evaluation of innovative solid waste processing technologies, assisting in the implementation of SB1383 as well as CalRecycle’s Greenhouse Reduction Fund grant program, and tracking bioenergy issues in the State of California. Scott has also worked in solid waste permitting and inspections, and CEQA analysis, and extended producer responsibility, and has a degree in Physical Geography from California State University, Sacramento.

SB 1383 Procurement Requirements: An Overview

Scott will discuss the basics of SB 1383 procurement requirements.  He will describe the requirements and discuss eligible recycled organics products.  Also presented will be the tools that CalRecycle has developed to help cities implement the requirements.  Most importantly, he will be available to answer questions.

Kelly works on compost and mulch education to public agency staff and landscape professionals, monitors organics-related regulations, and manages StopWaste’s rangeland property. Kelly is also an ecologist turned landscape architect turned compost enthusiast, and uses her power for good by overseeing carbon farming on the property as well as a conservation easement.

Compost and Mulch Procurement Strategies

Kelly will discuss strategies to improve the use of compost and mulch across jurisdictions, and how to overcome some of the challenges that cities face. She will discuss the many applications of compost and mulch, and how cities can meet procurement requirements through direct procurement and use, as well as indirectly through partners and policy. She will also discuss how to ensure that your city is getting quality compost and mulch through development and enforcement of specifications.

President

Ron Alexander is the President of R. Alexander Associates, Inc, an environmental consulting company specializing in organics recycling. He is considered an expert in compost quality issues, market research and development, and end use. Ron is a horticulturist by training and possesses over 35 years of experience working with compost (and other organic recycled products) in landscaping, erosion control and storm water management. He has worked throughout the State of California on compost market research and development projects, and has trained hundreds of landscape architects, engineers, Cities (and Caltrans) on compost and mulch end use.

Municipal Usage of Compost & Mulch, Helping to Meet SB 1383 Requirements

Compost and mulch usage are commonplace in landscape construction and maintenance practices, on both public and private projects, but also have great applications in soil and water protection and conservation. As SB 1383 requires the usage of organic recycled products, municipal entities must consider how they will meet this important requirement. Understanding what applications are appropriate, how internal land management BMP’s and specifications can impact product usage, and product quality requirements, are essential to expanding product usage. Also, understanding which regulations and trends already exist which can impact compost and mulch usage can also assist a municipal entity in developing a path forward.
