Single Use Plastics Policy: How to Plan and Ban

Session Description

The University of California system, spanning across 10 unique campuses, added the Single Use Plastics Policy into the UC Policy on Sustainable Practices in August 2020. In this presentation, attendees will learn about the process behind drafting a Single Use Plastics policy that incorporates the many stakeholders on a campus, such as third party vendors, caterers, food facilities, pouring contracts, and of course, the diverse campus community of students, faculty, and staff. 

Presenters will discuss the unique positions large organizations, institutions, and businesses have with buying power, influencing change within vendors and supply changes, and shaping policies indirectly beyond local jurisdictions. Passing the policy is a crucial first step. Presenters will also share implementation best practices and individual campus approaches and challenges as the Single Use Plastics policy has passed its first threshold (Jan, 1, 2021) of the policy, in which plastic bags are to be eliminated from campus foodware items, and foodware accessory items are to be either reusable or locally compostable.

Zero Waste Coordinator

Speaker Biography

Kikei Wong is the Zero Waste Coordinator of UCLA, overseeing outreach programs and waste infrastructure. Her passion for sustainability comes from a strong commitment to the community and minimizing environmental impact.

With multiple years of experience in the solid waste industry, she has worked closely with public officials and city staff to provide educational programs, as well as technical support to commercial businesses of all kinds, from casinos to cemeteries.

Kikei holds a BS in Environmental Science and Management with an emphasis on Ecology, Biodiversity, and Conservation from UC Davis.

Policy Implementation at a Large Institution

Speaker Abstract

UCLA has adopted its own campus Single Use Plastics Policy with a more advanced timeline than the UC Single Use Plastics Policy. As one of the campuses spearheading language in the UC Single Use Plastics Policy, UCLA created a resource kit including an implementation guide and presentation to assist all stakeholders with compliance.

In this presentation, UCLA will share the contents of the implementation guide and discuss parts of the policy that may not be so cut and dry, especially when it comes to contracts and exemption forms. Concerns from large vendors will be shared as well as the resolutions proposed. The presentation will also provide an overview of what policy implementation looks like when the majority of campus is virtual, and the preparations for when the campus population returns.

Zero Waste Manager

Speaker Biography

Lin managed the R4 Recycling Program at UC Davis for fifteen years and Cal Zero Waste at UC Berkeley for the past nine years.

He is currently the Vice Chair of the Zero Waste Campus Council under the California Resource Recovery Association. Lin also served on the Board of the College and University Recycling Coalition, California Resource Recovery Association, California Collegiate Recycling Council, WR3A, and Zero Waste College and University Technical Committee. Lin completed his Bachelor’s degree from UC Davis and his Masters at California State University, Fullerton.

Plastic Free by 2030 - Roadmap to Eliminating Non-Essential Plastics

Speaker Abstract

In April 2020, The University of California, Berkeley committed to eliminating all non-essential single-use plastic with viable alternatives by 2030. This target, adopted by Chancellor Carol Christ, makes history by being the most comprehensive ban of plastic by an institution and the country’s strongest ban on single-use plastic. Unlike other plastic bans, UC Berkeley’s initiative goes beyond previously existing plastic reduction targets focused on foodware and plastic bags, and addresses the spectrum of products and packaging used in campus academics, lab research, retail, dining, housing, facilities, and events.

In this presentation, UC Berkeley will share the steps, input, and involvement of all campus stakeholders in drafting the Single Use Elimination Policy Roadmap.

Associate Director of Sustainability

Speaker Biography

Ryan Bell has over 20 years of experience advancing local sustainability efforts. At the University of California Office of the President, he works on issues surrounding climate change, green buildings, sustainable transportation, zero waste, and student engagement. Before joining the UC system, Ryan worked for Alameda County, where he managed internal waste and recycling programs, developed and implemented their “Climate Action Plan for Government Services and Operations,” and lead other environmental initiatives. He has consulted in Central and Eastern Europe, co-authored the book, “Local Action: The New Paradigm in Climate Change Policy,” and serves on Berkeley’s Energy Commission.

Moderator Biography

Julie has managed Stanford University’s Waste Reduction, Recycling, and Composting Program for the last 25 years. She leads Stanford University toward a zero waste campus through a rigorous and comprehensive program of waste reduction, reuse, recycling, and composting. She enjoys most working with students and the campus community on waste reduction and educating on the connection between zero waste, sustainable materials management, the circular economy, and climate change. Julie Muir is Past-President and current Senior Adviser to the California Resource Recovery Association (CRRA) and Chair of the Zero Waste Campus Council of CRRA.
