As California jurisdictions implement source reduction, recycling and composting programs for residential and commercial generators, the “self-haul” and “C&D” sectors represent a growing portion of what is disposed in landfills in California. These sectors are typically not regulated by California jurisdictions and are outside their regulatory control (even when jurisdictions have C&D ordinances, contractors may still self-haul). Self-haul generators often do not have options for convenient and cost-effective reuse and recycling. Many C&D processing facilities do not effectively create new or reused products, but instead manufacture Alternative Daily Cover (ADC) from construction and demolition debris.
We propose deconstruction of buildings prior to demolition, source separation of marketable materials at job sites, and banning C&D materials (wood, sheetrock, concrete, asphalt) from landfill that have not been processed at a C&D processing facility.
We propose requiring and/or incentivizing the development of Resource Recovery Parks at landfills and transfer stations where materials can be separated for reuse and recycling. The best rate designs include incentives for source-separation to maximize reuse and recycling.
We also propose regulating C&D processing facilities to require recovery of marketable materials and to disincentivize C&D processors from just producing ADC.

Richard Anthony is Chair of the Zero Waste International Alliance (ZWIA) and several other Zero Waste NGO’s.
Richard V. Anthony began his career in Public Administration in 1971 as a manager of the California State University Long Beach Recycling Center and received a MS in Public Administration in 1974. Mr. Anthony has worked his entire career in environmental program management positions Richard Anthony is a founder and member of the Board of Directors of the California Resource Recovery Association, the Grassroots Recycling Network, the Zero Waste International Alliance and Zero Waste San Diego.

Pal Martensson worked for the City of Goteborg, Department of Sustainable Water and Waste Management. Pal is a member of ZWIA, ZWEU and Swedish Waste Management Group for recycling. He works for the Zero Waste concept all over the world and has a large experience of waste management. Pal managed 5 recycle centres in Goteborg the famous Kretsloppsparken Alelyckan. International speaker about waste, reusing, recycling, influencing citizens behaviour and so on. Pal is a valued speaker at many international events sharing his technical knowledge and field experience on Zero Waste concept

Pål Martensson, who also calls himself “the garbage man,” has been dealing with waste and campaigning for zero waste for more than a decade already. He worked at the Department of Sustainable Waste and Water Department for City of Goteborg for more than ten years, Sweden where he oversaw five resources recovery centres, including the first ECO-Park in the world – Kretsloppspa rken Alelyckan – that he founded and is now used as a model to public and private sectors worldwide.

Tyla provides planning, permitting, design and technical support for organics management projects. She is also responsible for implementation of food recovery and organics programs at schools and businesses in the San Diego region. Tyla has been working to remove regulatory and land-use barriers to composting since 2010, when she realized the uphill battle faced in developing local organics infrastructure. Tyla has also been working in the Healthy Soils movement to increase the utilization of recycled organics products. Tyla combines personal passion with professional knowledge to steer programs and policies that prioritize the “highest and best use” of organic materials.

In developing Zero Waste approaches to organics management, it is important to follow the organics hierarchy. This presentation will focus first on reduction, then feeding people and animals, followed by neighborhood and farm-based solutions and industrial solutions. Over 50% of materials currently disposed in landfills consists of organics. Zero Waste San Diego is leading the way in developing models for managing organics using the Zero Waste lens.

She is a Zero Waste practitioner with more than 25 years of experience in recycling and composting program and facility development. As the principal of Abbe & Associates LLC, she is working with municipalities across the U.S. to develop the social and physical infrastructure to achieve Zero Waste. In her home city of Alameda, California she is a grassroots leader with Community Action for a Sustainable Alameda.

Resource Recovery Parks - Examples from Across the Country

According to the 2018 Facility-Based Characterization of Solid Waste in California study, 29.5% of landfilled materials statewide is considered “self-haul.” However, in communities with robust source reduction, recycling and composting programs (including San Francisco and San Jose), self-haul materials accounts for over 50% of landfilled material and are outside of the regulation of the local jurisdiction. California cannot meet its 75% goal without addressing self-haul and C&D.
Most communities do not have landfills or transfer stations within their jurisdiction (and therefore, the facilities are outside of their regulation). Many communities do not have C&D ordinances and rely on CALGreen for regulation.
Some communities, such as Los Angeles and the San Luis Obispo County Integrated Waste Management Authority, have considered policies for requiring or incentivizing Resource Recovery Parks or Resource Recovery Centers at landfills and transfer stations within their jurisdiction.
The City of Palo Alto requires deconstruction and source-separation of C&D materials.
The City of Berkeley pays Urban Ore a disposal fee to salvage reusable materials at its transfer station.
This presentation will provide examples of Resource Recovery Parks sited at landfills and transfer stations across the country designed to address the needs of the self-haul and C&D sectors.
