Dr. Joanne Brasch holds a PhD in Textile Economics and Environmental Analysis from the University of California, Davis. With more than 13 years of academic work experience, Dr. Brasch held lecturer and research appointments at UC Davis, CSU Sacramento, and Donghua University in Shanghai, China. She currently works at the California Product Stewardship Council (CPSC) to lead projects promoting a circular economy using Product Stewardship and Extended Producer Responsibility (EPR). She is appointed by CalRecycle to two advisory committees for carpet and mattress recycling with the position of Vice Chair on both.

Marine Debris Policy: Research, Action Plans, and Coalitions

The California Product Stewardship Council (CPSC) leads 6 Action Items and 2 working groups under the Ocean Protection Council’s Ocean Litter Strategy, focusing on state and local policies. CPSC also provides guidance to government and nongovernment entities on marine debris prevention strategies that engage producers for funded-solutions, such as the SF Estuary Partnership’s 5 year Blue Print on topics of green purchasing, and policy advocacy. This presentation will provide an overview of recent research, proposed legislation, and opportunities for coalition building and advocacy for marine debris prevention and removal.

Barger founded the U.S. Zero Waste Business Council  which was acquired by www.usgbc.org  . She works with clients globally to create a zero waste program for all through TRUE. Founding Earth Resource Foundation in 2000, her high school students groups were leading advocators for smoke-free beaches, wetlands restoration, electric cars, plastic bag and polystyrene bans and provided zero waste training for at-risk youth. She received her BS in Business Administration from SDSU and was also the CRRA certified trainer for the ZW business class. Living in Penryn, CA, Barger raises guide dog puppies and advocates for humane treatment of all creatures great and small.

Angela Howe, Surfrider Foundation

Moving from Texas to California to go to law school at UC Berkeley, Angela quickly learned to love the wonder of surfing and snowboarding that California has to offer. Luckily for Surfrider, she decided to stay and take the California bar exam. After a couple of years honing legal skills at a large law firm and volunteering for a Surfrider Foundation chapter, Angela transitioned to Surfrider Foundation staff and is now the Legal Director for the Surfrider Foundation. In leading organization's legal strategy, she fights for sustainable solutions to environmental challenges and works to increase Surfrider’s impact for healthy coasts.  In her spare moments, Angela spends time with her family at the beach and surfs whenever there is a chance!
