Senior Policy Advisor

A comprehensive approach to addressing litter, trash and illegal dumping

City of San Jose’s BeautifySJ Program works in collaboration with residents, businesses and inter-agency partners to achieve the goal of a clean city.  By using a neighborhood engagement approach, the BeautifySJ Program manages and coordinates a variety of programs and services to reduce blight and beautify the City of San Jose. These programs include, the anti-graffiti program, anti-litter program, the coordination of volunteer efforts, neighborhood beautification days, removal of illegal dumping and provides trash service at over 200 encampments located throughout the City as part of the Encampment Trash Program.  Like many urban cities the City of San Jose has experienced an increase in litter/trash/dumping related blight which has had an overall impact to our City. To better deliver services to address blight, the City has strategically aligned programs under one manager to better leverage resources and coordinate the delivery of services. Finally, the program uses an equity lens to ensure that communities’ most impacted by blight are appropriately resourced. 

Senior Policy Consultant

Tina Andolina has served as a Senior Policy Consultant for California State Senator Ben Allen since 2015, advising the Senator on issues related to the environment, energy, natural resources, water, and climate change. Andolina has served as director of legislation and regulation at the California Department of Pesticide Regulation under the Brown Administration, and prior to that served as legislative consultant for State Senator Lois Wolk. Before entering state service, she was an advocate, organizer, and lobbyist for several environmental nonprofit organizations working both in DC and Sacramento. Andolina worked on efforts to pass Federal Wilderness legislation, including the Big Sur Wilderness and Conservation Act of 2002 and later the Northern California Coastal Wild Heritage Wilderness Act of 2006. Upon coming to Sacramento, she worked as a lobbyist for the Coalition for Clean Air and the Planning and Conservation League.

Peter specializes in the integration of zero waste and litter/trash management programs, policies and ordinances including as a co-author of Berkeley's groundbreaking "Litter and single-use foodware reduction ordinance" of 2019. He also works on public and private green stormwater infrastructure, sustainable landscaping, and urban forestry practices. His past experience includes managing the environmental programs for the City of Emeryville from 2002 to 2013. At EOA, Inc. he provides technical assistance to municipal staff around the Bay Area.
