Managing quality feedstock to avoid garbage in, garbage out

Session Description

Keeping organics waste streams clean will help ensure that the organic material can be processed and composted or anaerobically digested. Contamination, monitoring and enforcement are the key elements for quality control and are requirements of SB 1383. Reducing contamination starts at the curbside with customers and continues at material recovery facilities prior to being made into compost or energy/fuel at an anaerobic digestion facility.  We will hear from three speakers on their experience delivering quality feedstock through their innovative collection and processing programs.

  1. Justin Wilcock will discuss Marin Sanitary Service’s innovative Food to Energy Program and how they work to get quality feedstock at the curb and at their prepossessing facility.  He will also share plans for extending this success to their other organics programs.
  2. Tim Dewey Mattia will discuss how Napa Recycling manages contamination to produce quality compost through the use of depackaging technology and hands-on sorting at the processing facility.   
  3. Teresa Montgomery will speak about the successes and challenges for successful processing of organic materials—those collected as source separated organics AND those collected as garbage.

Justin Wilcock, Marin Sanitary Service
Title

Director of Operations

Speaker Biography

Justin Wilcock is the Director of Operations for Marin Sanitary Service (MSS). He was hired by MSS in February 2020 as Director of Contracts, Compliance and Outreach.  In September Justin assumed the role of Director of Operations.  Prior to MSS he worked for Sonoma County Resource Recovery as the business development and community outreach manager.   Justin has been in the waste and recycling industry for over ten years getting his start at Waste Management of Alameda County where we worked primarily with construction waste recycling and implementing recycling programs for schools and businesses.

Justin has an MBA from UC Davis and a Degree in Horticulture from Brigham Young University. He was a member of the 2004 US Olympic Team in the sport of diving. Justin and his wife live in Novato and have four kids who keep them on their toes.

Speaker Biography

Tim is the Recycling & Public Education Manager for Napa Recycling & Waste Services. Napa Recycling operates Napa’s Recycling & Composting Facility, and is the the local franchise hauler for the City of Napa and southern Napa County. Tim got his start in Zero Waste over 20 years ago –  first with the Middlebury College recycling program and then for several non-profit recycling organizations in San Francisco. He has been at Napa Recycling for 15 years and works on all aspects of program development, implementation, compliance and outreach.  Tim also sits on the board of the Northern California Recycling Association.

Sustainable Programs Specialist and Operations Asst

Speaker Biography

Chris’s career in the recycling and waste industry began as an operator for the pilot Dry AD project at Monterey Regional Waste Management District. While there he assisted in training the staff of the San Jose facility and the South San Francisco facility. The South San Francisco facility, once operational, fascinated him being the first of its kind producing RNG fleet fuel. He joined the team at South San Francisco in 2015 as a Sustainable Programs Specialist and Operations assistant. Chris holds a bachelor’s degree in Sustainability from New College and is Certified in Zero Waste Principals and Practices.

Teresa works closely with material recovery and anaerobic digestion experts at Blue Line Transfer. Her recycling program development and outreach efforts are tied to what can be accomplished by Blue Line’s equipment and staff. Teresa will speak about the successes and challenges for successful processing of organic materials—those collected as source separated organics AND those collected as garbage.

Moderator Biography

After a successful career as a critical care nurse, she transitioned to resource management. This diverse career path allowed her to develop a strong set of skills applicable to a variety of work settings. Whether working for the health of individuals or the health of the planet, she a recognized subject matter expert in program strategies, compliance monitoring, sustainable practices, and customer relations. Since the pandemic officially began in March, she has added several new skills to her repertoire: meditation, pilates, vegetable gardening and vegan cooking!
