E2a Disability and Utilization of Telehealth and Traditional Medical Care Services Among Older Americans During the COVID-19 Pandemic

Short Description

Telehealth use expanded dramatically during the COVID-19 pandemic, but it is not clear whether older adults with disabilities faced obstacles to the use of this platform. We used data from the 2020 Health and Retirement Study to explore the extent to which older adults with sensory, functional, and cognitive limitations used telehealth only, traditional medical services only, both, or neither during the two-year period prior to interview. Multivariate multinomial logistic regression models revealed that persons with vision loss, dual sensory loss (i.e., hearing and sight), and cognitive impairment are nearly twice as likely as persons without impairment to report no health care utilization during the past two-year period. Persons with vision or cognitive impairment had significantly elevated relative risk of using telehealth only. We discuss the implications for policy and practice, especially in light of reimbursement changes proposed by the Centers for Medicare and Medicaid Services for telehealth services.
