
This paper presents findings from a qualitative study of how pre-service teachers in one Massachusetts teacher education program experience the Rethinking Equity and Teaching for English Language Learners (RETELL) policy, a policy establishing mandatory training in Sheltered English Immersion (SEI) for all core academic teachers.
