Session Abstract
How do welfare recipients participating in welfare-to-work programs cultivate their human capital? Welfare recipients know in order to increase their human capital, they must have access education programs.

As a result of this session, participants will be able to:
1. Describe the old and new barriers welfare recipients face when trying to earn an education.
2. Determine how welfare recipients view education and its impact on their self-sufficiency.
3. Understand how welfare reform policy impacts the educational needs of welfare recipients.
4. Apply a new understanding of welfare recipients to improve their own programs.
Session Description
Education has broader societal and individual benefits not frequently discussed in the context of welfare. Thus, in order for adult educators to create a supportive educational experience to help recipient become successful in obtaining an education; they must understand policy limitations and the unique educational needs of welfare recipients post welfare reform. In this session, the presenter will provide the audience with insight into how welfare recipients view education and its role in gaining self-sufficiency. The session will center on the findings from interviews with welfare recipients who were participating in a Choices Program, a welfare to work program, in one southern state. The presenter will share the findings from the study and cite examples of a welfare recipient’s understanding of the role education plays in their development of human capital. The presenter will engage the audience in a discussion of the benefits of education extending beyond the financial security.
