Session Abstract
The US Chamber of Commerce is spearheading the Learning & Employment Record scheme alledgely to meet a need for dynamic, permanent, and accessible verification of individuals' education, work experiences, and achievements. The LER is flawed. Participants will discuss inherent problems, enumerate concerns, and brainstorm suggestions for a stronger record system.
Session Description
A permanent, Web-accessible, robust digital repository sounds like a terrific idea to fill the global need for sustainable and responsive storage of cumulative records of formal and informal learning, job skills and knowledge, professional certifications, and micro-credentials. The US Department of Commerce is leading a drive toward implementation and acceptance of the LER , allegedly a well-developed scheme derived from international programs. Ideally, the LER provides a method for retention, portability, efficacy, and long-term accessibility of individuals' data. However, the scheme is fraught with issues, including control, privacy, and data integrity, and infrastructure standards. At this session, participants will receive an introduction to the developing LER scheme, understand its limitations, and brainstorm ideas for resolving the scheme's inherent flaws.
